RTI sensitization prog in L/Subansiri

Ziro, Aug 23: “The enactment of the RTI Act, 2005 is a landmark event in the history of independent India, to promote transparency and accountability in every sphere of public life by removing the veil of secrecy which is vital for any democracy,” said Lower Subansiri Deputy Commissioner Taru Talo.

The DC was speaking  on the inaugural function of the 3-day sensitization programme on RTI for ministerial staff of Lower Subansiri district.

Participation in governance is the heart of any successful democracy. Public involvement enhances the quality of governance, he said while exhorting the participants to take the maximum benefit of the opportunity. Exercising self discipline in the office premises, being punctual and performing the duties assigned with dedication and sincerity will take you places, he advised the staffs present.

Such mass awareness/ training and capacity building for effective implementation of the provisions of the Act is vital to achieve its objectives, said Talo while expressing his contentment on the 100% attendance of the participants. Knowledge is power, so learn and disseminate whatever you learn from this training not only to your subordinates but also to your bosses, he added while accepting the fact that he does not hesitate to consult his juniors whenever in doubt.

Welcoming the participants and the resource persons, EAC Taso Gambo requested the participants to attend the training on all the days and extract the maximum benefit.

The training will cover topics like Impact of RTI on good governance and transparency, Role of RTI for affiliation of domestic Violation Act, Interference and importance in the context of Arunachal Pradesh, RTI rules Arunachal Pradesh,2005 and Grievances redressal mechanism and role of State Information Commission, Role of print and electronic media for dissemination of RTI in Arunachal Pradesh. Karnataka CM ready to visit NE to instill confidence

Students urged to return and join educational institutions

Guwahati/ Itanagar, Aug 23: Karnataka Chief Minister Jagadish Shettar today said if the situation demands, he was ready to visit the seven North Eastern states to instill confidence among the people.

"The world knows Karnataka as a peace loving state and Bangalore as Mini-India, where people from all cultures and all places live happily and peacefully," Shettar said in a statement, which was made available here.

He appealed to the people of North East to stay back without any inhibitions, adding there was no fear.

The state government has taken all measures to safeguard the interests of the people of the North Eastern States residing in Karnataka and there has been no untoward incident reported, so far, except for verbal threats that have created a sense of fear among the people.

"My colleagues have visited the railway station and have appealed to the fleeing population to stay back and police have been instructed to provide adequate security to all people living in the State, especially to the people of the North Eastern origin," he added.

Director General of Police Lal Rokhuma Pachuau, who also hails from Mizoram, has sent a SMS personally to every one in the state assuring of fear-free environment.

"Muslim leaders from the state have also given a call for peace and harmony during their Friday prayers and assured full solidarity to their North Eastern brethren," the statement said.

Deputy Chief Minister R Ashok, who also holds the portfolios of Home and Transport, has gone on night patrol in areas where there is concentration of North Eastern population to instill confidence in them.

The Chief Minister has appealed that as there is no threat perception to any citizen of the North East and they can return to the State to pursue their studies or pursue their work, as before, without lending their ears to rumours.

It is worth mentioning here that a good will  team from Arunachal Pradesh headed by MP Takam Sanjoy had called on Karnataka Deputy Chief Minister R. Ashok on Sunday last and appealed for full proof security to NE students. While appealing to the parents not to panic and call their children back home, Ashok  reportedly assured that the administration would relax by 80 percent attendance of the students to compensate the losses during the absent period so that they do not suffer for none of their fault. Meanwhile, the directorate of Higher and Technical Education, Arunachal Pradesh Govt  has urged the students who are pursuing higher education in South India and other states of the country to return immediately and join the institutions as the situation becomes normal now.

The Chief Minister had already spoken to  his counterparts in rumour-effected states regarding safety and security of the students, informed  H & TE  joint director Dr T Padu and requested the students who leave for their respective institution.

Meanwhile, Arunachal Students Union of Tamil Nadu (ASUT) in a  release informed that the Arunachal Pradesh Good will team headed by the MP Takam Sanjoy urged the Arunachalee students in Tamil Nadu not to believe in rumour.

The Good will team along the executive of the ASUT met Tamil Nadu chief secretary, Home Secretary and DGP recently.  During the meeting, they requested the NE students not to leave Tamil Nadu. DGP also revealed the security measures has been taken for safety of NE students, the union informed.  

A team of the ASUT also met various organizational leaders in Tamil Nadu including BJP president, ABVP and VHP leaders as a confidence building measures.  The leaders requested the NE students not to leave Tamil Nadu and  assured safety and security of NE students, the union said.

Miao Police continue to haunt drug peddlers

MIAO, Aug 23: Based on credible information, Miao police team comprising of Deputy Superintendent of Police Mihin Gambo (SDPO), SI Anand Roy OC, Sub-Inspector R N Jha, with Constables raided the house of one Nongown Tingwa alias Lohit Nong Singpho at Miao Civil Power Colony and apprehended two drugs peddlers along with the house owner for proving guilty of possessing drug substances.

Atleast 3 gm of brown sugar in three paper packets were recovered from the possession of one Wangkhu Wangsu (46 yrs), a resident of Civil Power line, Miao. Another, 32 gm of brown sugar along with 3 mobile phones was recovered from the possession of one Indong Lalot Singpho (19 yrs) of Khagam Singpho village. Consequent upon recovery of brown sugar, mobile phones and cash amount of sell proceed, they were immediately arrested and police initiated a suo-moto case vide Miao PS Case NO. 31/12 U/S 18 NDPS Acts.

In another crackdown, a joint team led by DSP (SDPO) Mihin Gambo himself along with Lady Circle Inspector Tojee Singpho, OC Anand Roy, Company Commander 171 F-coy CRPF Miao, Civil Police, 2nd IRBN and CRPF in the presence of Magistrate Rakesh Rai CO Miao conducted unannounced raid at Namphai-I and Namphai-II under Miao PS during which a huge quantities of IMFL and Beer were recovered from road side liquor shops. Namphai-I & II area is in the grip of illicit liquor and drunkards often create nuisances. The shops in the area are purely involved in illegal business of selling liquors. All the seized liquors were destroyed in the presence of public and executive magistrate.

The Singpho Development Society and Miao Mothers Association have welcomed the actions of the police but sounded critical for releasing peddlers and addicts on bail.

 

 

SAI assures support for promotion of sports in Arunachal

ITANAGAR, Aug 23: Sports Authority of Arunachal (SAA) Chairman Tapok Taku, Vice Chairman Likha Tara and Member Secretary DK called on  Director General of Sports Authority of India (SAI), Union Ministry of Youth Affairs and Sports, Gopal Krishna and other officers of the Directorate in New Delhi today and discussed various issues related to development of sports sector in Arunachal Pradesh.

The SAA Chairman Taku apprised the SAI Director General about the interest and initiative taken by Chief Minister Nabam Tuki for all round development of games and sports by approving the state’s Sports Policy recently.

The Chairman and his team requested the SAI Director General for considering some SAI schemes for implementation in Arunachal Pradesh and also to depute coaches for various sports disciplines.

After having a patience hearing, the SAI Director General has assured for development of state-of-art infrastructure for running “Special Area Games Centre” in Arunachal Pradesh for which he has asked the SAA Chairman to provide required land within three months. The Chairman and his team is expected to call on Union Minister Youth Affairs and Sports (Independent) Ajay Makan tomorrow to request him for sanctioning necessary fund for development of sports infrastructures in Arunachal Pradesh.

 

 

Renovate defunct micro hydel projects in Upper Siang: AdiSU

ITANAGAR, Aug 23: The Adi Students Union (AdiSU) in a letter to Chief Engineer, Hydropower department urged him to take immediate steps for renovation of all the defunct micro hydel projects in Upper Siang district.

Despite having 13 micro hydropower stations under the hydropower department with adequate capacity to supply electricity to Yingkiong and whole of the district, Upper Subansiri is still reeling under darkness, the Union resented.

Blaming the state Govt and the department concerned for step motherly treatment to the people of the district,  the Union further said that developmental activities  come to a halt in the area due to lack of adequate power supply.

It urged the CE to intervene into the matter  for early renovation of defunct micro hydel power houses of the district and   requested him to direct the concerned authority to use the renovation fund judiciously.

In a separate letter to the Director of School Education, the Union appealed him to direct the newly posted teachers at Jengging higher secondary school to join their duty immediately.

The union alleged that Jengging higher secondary school is not functioning smoothly from the date of its upgradation due to shortage of senior teachers. Even the four senior teachers who have been posted against Jengging higher secondary school by state government did not turn up to join their duty till date.  The AdiSU also urged the Chief Secretary to return the  unused land to public which was donated to the Govt for establishment of the divisional commissioner (East) office and other department at Jaipur, Namsai.

The local people of Namsai had donated 450 acres of land in 1990 for establishment of Commissioner office and other department.   However, out of 450 acres only 110 acres has been used for establishment of Polytechnic College, government higher secondary school, FCI Godown and other government establishment by state government and most of the donated land are kept unused.

It appealed to the chief secretary to give direction to the authority to return the unused 340 acres to villagers as per the meeting held in  April last.

 

 

APFCL for PPP mode in rubber plantation

ITANAGAR, Aug 23: The Board of Directors of Arunachal Pradesh Forest Corporation Ltd (APFCL), in its 142nd meeting today discussed on various ongoing activities of the Corporation and laid emphasis for raising Rubber plantation in PPP mode for rendering financial benefit to the local people as well as to put their excess land to commercial use.

Highlighted that present financial condition of APFCL, which dwindled down after since imposition of ban on timber operation by Supreme Court in December 1996, the meeting also discussed to rename the Forest Corporation to widen its sphere of activities which may improve socio-economic condition of the local people by generating job opportunities as well as to enrich financial condition of this Corporation.

The Chairman of the APFCL Tani Loffa expressed his view that the Corporation may go for a Joint Venture or in Partnership business which may be helpful to achieve the aim and objects of the Corporation.

Anti-drug campaign in Dibang Valley

ROING, Aug 23: Zilla Parishad Member (ZPM) of Iduli Anjite Menjo exhorted the youths to desist themselves from drug addiction and rebuild the society by fighting the menace, which has destroyed the very fabric of the society.

A survey report conducted by the Frontline Magazines Group in the year 2010 revealed that 20 % of the youths in the age group of 16-24 years of the district addicted to drugs, especially opium, he informed the huge gathering on the launching of  the first ever anti-drugs campaign by the Dibang Anti-Drugs Campaign Committee in collaboration with the District Administration in the school auditorium of Govt. Hr. Sec. School here on August 21.

He further informed that 95% of the opium comes from the neighboring districts Lohit and Anjaw, where Poppy Crops are grown in vast area of more than 10,000 hectares. He also informed that 7-8 drug peddlers presently are active in the district most of whom are women whose monthly business crosses Rs 15 lakh.

C J Gogoi, Project Director, De-Addiction Centre, TCRC informed that 73.2 million peoples in India are drug users and in North – East India, the number is double that of the national average. Most of the youths fall into the addiction out of curiosity and experimentation due to peer pressure. He also dwelt at length on the harmful effects of drugs abuse and appealed every conscious citizen to create awareness on drugs among the people and educate them eradicate this evil from the society.

Dr C S Namchoom, TCRC informed that opium contains up to 12 % morphine (Alkaloid) which are processed chemically to produce heroin, which is used as drugs and fermented heroin are known as brown sugar. Opium derivatives are normally used as pain killer injection in medical sciences, he informed. He also explained in details about physical and psychological symptoms of drug users and rare (serious) symptoms like cardiac arrhythmia, stroke, suicide attempts, seizures and excessive dehydration. He also told how a drug addicts suffer financial loss, losses his self-esteem, friends and become a social outcast at the end.

Tewa Manpong, Counsellor (TCRC), who gave up drugs after more than 18 years of addiction, narrated his bitter experiences during those days.  He exhorted the youths to abstain from any form of drugs and also to support and extend help in the form of counseling and informing about the rehabilitation centers to those who are already addicted to drugs.

Advocate Gote Mega dealt with the legal aspects of the drug addicts. He informed that any person whoever misuse drugs and abuse it bringing negative consequences in the society and whoever sell or buy any prohibited drugs is liable to be booked under the Illicit Trafficking and Narcotic Drugs Act of the country.   

Similar Anti-Drug Campaigns was organized at Govt. Secondary School, Mayu yesterday. The DADCC is planning to conduct such campaigns in different corners of the district with support from the District Administration.

Hence, it is the onus of every responsible citizen of the district to response to such call of this Anti-Drug Committee and the District Administration by supporting and extending helping hand for the cause of the society and to safeguard the future generation before it is too late.

Booth level Convention cum ID distribution

MIAO Aug 23: All good work get recognized and never goes un-noticed, said Kamlung Mossang, Minister for Geology and Mining, Food and Civil Supplies and Art & Culture while speaking to the youths at the first Booth level Convention cum ID distribution programme of 50- Miao Assembly Youth Congress here at Miao Community Hall on August 20 last.

Speaking as the chief guest, he called upon the youths to work at the grassroots level and strive for a clean and developed society. He further pointed out that patience is the key to a successful life.

One must be hardworking, sincere and earnest person to go ahead in life as a people’s representative, Mossang said.

Youths have to play a critical role for the betterment of the congress party and the society as a whole said Sethai Sena, President Changlang District Congress Committee.

He assured full support and guidance from the parental body on various social activities that are on the pipeline to be taken up by the Youth Congress.

Sethai expressed approval on the works carried out by the 50-Miao AYC so far. This is the first time that we have seen Youth Congress working actively in the area, he added.

Development of the area is in the hands of the youths as they are the backbone of the society said Nitu Singpho president Miao BBC.

She said that youth congress was never this active before in the area. With youths being so active it is a sign of progress.

50-Miao AYC president Pengli Taidong submitted a three-point memorandum to the minister urging for establishing a youth office at Miao besides appealing for a desktop computer and Fax machine to carry out party works. Mossang has assured to look into the demands placed by the youths at the earliest.

Pinna Kitnal Muklom PYC general Secretary and Chamun Latem PYC secretary were also present on the occasion.

To mark the birth anniversary of late Rajiv Gandhi, a peace rally in the township was also organized despite heavy rains.

Another Booth level Convention cum ID distribution was held at Bordumsa town club on August 18.

Attending the meeting  C C Singpho, Parliamentary Secretary Finance and IT said that Youths are the backbone of the society and  urged the youths to be more pro-active and do social activities at the grass root level.

Ong yun Maio, President, Bordumsa-Diyun Assembly Youth Congress submitted a memorandum requesting for sanction of Youth Congress office building at Bordums, a Computer set along with printer, a Fax machine and financial aids and support.

The president further urged for funds to carry out activities like creating awareness campaign against opium addiction, illiteracy and AIDS.

PPDFPSDWA statement  evokes mixed reaction

ITANAGAR, Aug 23: The Subordinate Supply Officers’ Welfare Association (SSOWA) has strongly supported   the voice raised by the Papum Pare District Fair Price Shop Dealers Welfare Association (PPDFPSDWA) and PDS wholesale nominee -cum- carriage contractors opposing bifurcation of DFCSO office without sanctioned post.

While endorsing various other issues including demand for re-distribution of surplus officials raised by these two organizations , SSOWA alleged that most of the senior officers posted in the office of the  director of food and civil supply are tainted officers and some of the officers have been in same office for more than 15  to 20 years.

Earlier, both the FP shop dealers and carriage contractors questioned some of the senior officers of the department concerned for allegedly instigating infighting amongst the officers of the same department to serve their vested interest.

SSOWA also urged the department concerned to streamline the transfer and posting policy so that all the officers get equal  justice in the department.

On the other hand, the Capital Complex Fair Price Shop Dealers’ Welfare Association (CCFPSDWA)   opposed the  press statement of the Papum Pare FP shop dealers.  It said bifurcation of DFCSO office and transfer and posting of the officials are purely prerogative of the state Govt and the organizations duo should not interfere in it.

 

 

Demonstration on bio-mass briquetting technology

Tawang, Aug. 23: A demonstration of bio-mass briquetting technology was organized by the Tawang Forest Division on August 21.

The demonstration was given by the technicians of Green Energy Ltd., a Dehradun based company.

DC Tawang, HoDs of Tawang District, NGOs and public attended the demonstration.

The entire process was demonstrated in detail. The process essentially consists of anaerobic combustion of biomass. In this step, a precaution has to be taken to ensure that anaerobic conditions are maintained and the biomass is burned to char and not ash. The charred biomass is then cooled and mixed with a binder which may be cow dung or finely sieved soil. Finally the mixture is pulverized and extruded to form briquettes. The briquettes are then sundried for two days before use.

The demonstration was well appreciated by the DC Tawang, HoDs, NGOs and public.

DFO Tawang informed that more demonstrations are to be given to the public to popularize about the forest saving device.Departments such as DRDA and Industries can also popularize this technology through various schemes; hydropower developers and other large organizations may be issued directives not to use firewood for heating and cooking purposes. The briquettes can be procured from the producers and supplied to all their officers, staff quarters and labour camps.

Similar demonstration was also organized during the Disaster management training held at Zomkang Hall Tawang on 23.08.12.

Meanwhile, Tawang DC Kemo Lollen who also is the chairman of the Kendra Vidhalaya Monitoring Committee, today held a review meeting to assess the progress of the various developmental process of the KV Tawang.

Urging the members for timely execution of the projects in the school, he asked the members to speed up the work of essential and necessary projects.

The Principal KV Tawang gave a detailed information on the various projects completed and those that require completion.

Coordination meeting of Cong and PR leaders

ITANAGAR, Aug 23: For the first time an introductory cum coordination meeting of the frontal wings of block Congress Committee, 18th Palin assembly constituency and PRI members with MLA of Palin constituency Takam Pario and Zilla Parishad Chairperson of Kurung Kumey Tarh Talo was organized on 17th of this month at Nyokum Hall, Palin.

Besides members of BCC, AYC, BMCC, Seva Dal, DCC Kurung Kumey district, GP Chairpersons, ASM’s, chairperson Anchal samities and ZPM’s of Palin, Yangte, Chambang and Gangte-Tarak Lengdi were also present in the meeting which was chaired by Taring Kumar, President BCC 18th Palin assembly constituency.

During the meeting, ZPMs present appealed the local MLA to allow grass root level workers to implement various developmental schemes independently. MLA Takam Pario assured full cooperation to BCC and PRI members regarding implementation of developmental schemes. He further urged party members to maintain unity to make party strong.

 

 

Preparations afoot to celebrate ‘Central Solung Fest’

RUKSIN, Aug 23: Preparations are afoot for grand celebration of the Central Solung Festival at Sille-Oyan circle from September 10 to 13 next.

The secretary of 'Solung Festival Celebration Committee' Boken Pao informed that the three-day programme includes various discussions, cultural competitions and eminent citizens of the state are invited to the occasion. He also informed that committee members are assigned to their own duties and responsibilities for smooth conduct of the celebration.

The overall preparation works are going on under supervision of Sille block ZPM Okiyam Gao and Sille-Oyan Circle Officer Ayeng Perme. Eminent political leaders and government officials are being invited to the occasion as guests.

Solung, the main agricultural festival of the Adis usually commences on the first day of September every year. The Solung festival is celebrated centrally after the end of its celebration at house/ village level.

 

 

Workshop on Visual Art at JNV Goju

ITANAGAR, Aug 23:  A month’s long workshop on Visual Art organized by Jawahar Navodaya Vidyalaya, Goju under Bordumsa began yesterday in the Vidyalaya campus yesterday.

Inaugurating the workshop, Bordumsa ADC Kento Riba exhorted the participant students to reap benefit of the workshop as much as they can to enhance their aesthetic sense in the field of visual arts, specially in bamboo craft, clay modeling, water and pastel colouring techniques and use of waste materials easily available in our surroundings.  He told the gatherings that the main thrust of the workshop would be concentrated to highlight the indigenous weaving, embroidery of Singpho community under the able guidance of Jamaiko Singpho, a veteran local loin-loom expert, who is also the resource person of the workshop, besides Rajen Khound a renowned Visual Art expert from Tinsukia (Assam).

The function was attended by S.N. Singpho, ZPM, Tongko Singpho, Anchal Samity Chairperson, R.T. Singpho and hosts of officers and officials and public of Bordumsa besides the principal JNV Goju with his team of teachers.

The students of the Vidyalaya presented a colourful cultural programme on the occasion.

This workshop is sponsored and funded by the Navodaya Vidyalaya Samity New Delhi. All together 50 students are participating in the workshop.

ITANAGAR, Aug 23: The Wancho Students Union and All Tutsa Students Union have written to Chief Minister Nabam Tuki to advertise the remaining post of sub-inspector and telecom operator under Arunachal Pradesh Police for Tirap, Changlang and Longding districts at the earliest. Union claimed that recruitment process was to be carried out along with ongoing recruitment for constable but state govt has not done. They called upon state govt to fill the remaining posts at the earliest so that unemployed youths get job opportunities.

 

2 die in road mishap

ITANAGAR, Aug 23:  In a tragic road accident two persons died on the spot while two other sustained grievous injury when their car (Alto) bearing Regn number AR-05-1600 in which they were travelling from Bhalukpong to Itanagar collided head on with a truck near Chandamari under Helam police station in Assam  this afternoon.

The deceased were identified as Gegung Tagio, 35, serving as constable in Bhalukpong police station and Yasam Rangmo, 26, according to Halem police sources.

The injured persons have been rushed to Kelta hospital. Later, they were referred to Guwahati for better treatment, informed Halem PS SI TC Das.

 

RGU seeks Govt intervention  for appointment of regular VC

ITANAGAR, Aug 23: Rajiv Gandhi University Students’ Union (RGUSU) has sought the intervention of Arunachal Pradesh Governor and Chief Minister for immediate appointment of a regular Vice Chancellor at Rajiv Gandhi University here.

The university has been left without a regular Vice Chancellor since resignation of Prof. David R. Syiemliehin in June 2012 which has hampered the university's efforts to become the kind of institution it aspired to be. Every policy and  development initiative made by the former VC for development of the university came to a complete halt due to absence of a regular VC, the memorandum submitted to both the Governor and the Chief Minister said..

The RGUSU has criticized the Ministry of Human Resource Development, Govt. of India for accepting the resignation of Prof. R. Syiemliehin as VC and his subsequent appointment as a member of the Union Public Service Commission (UPSC) after he joined the university as regular VC only on September 5, 2011.

 

Complaint against absentee teacher

ITANAGAR, Aug 23:  Claiming that one of the junior teachers of government middle school Yatong under Manchal circle in Anjaw district is yet to be reported in duty, Pangung Welfare Society today appealed to the secretary education to give direction to said teacher for joining duty immediately at posting place. Society further claimed that the teacher has not been performing her duty since last two years.

 

PPUEA opposes job regularization

ITANAGAR, Aug 23: Papum Pare Unemployed Engineers Association (PPUEA) has appealed to the  Arunachal Pradesh Energy Development Agency (APEDA) not to regularize the service of contractual junior engineers.

Claiming that department concerned has taken step for regularization of services of 15  JEs who were appointed on contract basis, the Association  in a complaint letter to the  APEDA  opposed regularization of service without conducting interview under recruitment rules.

Such move of the authorities will demoralize the deserving and genuine unemployed youths of the state, it said and appealed the authorities to give job opportunities to genuine candidates.

 

‘No scope for malpractices’

ITANAGAR, Aug 23: AIGP (Recruitment), PHQ, Vijay Kumar has rubbished the reported leakage of question papers set for APPBn/IRBn recruitment tests.

He advised the candidates not to be misled by the rumours going round that some question papers of last recruitment held in Tirap area are being  circulated by unscrupulous elements,

There is no scope for malpractices like question paper leakage, he added.

 

District Level Governor’s Quiz competition held

PASIGHAT, Aug 23: The district level governor’s quiz competition was organized by the education department at the Bharat Scout and Guide auditorium, Pasighat today under the chairmanship of Besing Tamuk, Principal IGJ-HSS. All together 28 students from 14 secondary and Hr. secondary schools of East Siang participated with full zeal and enthusiasm.

The DEM-HSS stood first in the competition while Mebo-HSS and Ruksin-HSS secured the 2nd and 3rd positions respectively.

Attending programme, Tani Talom, DDSE exhorted the students to focus their energy on creative and positive activities. He further informed that the winning team will participate in the state level competition to be held in Itanagar soon. He gave away cash prizes and certificates to the winners and participants. APYA celebrates foundation day

ITANAGAR, Aug 23: All Puroik Youth Association celebrated its foundation day at Upper Tipi Nallah with pomp and gaiety on 20th August. Upper Tipi Nallah village was established in 2005-06 for Puroik community.

Speaking on the occasion R. Rakshap, Extra Assistant Commissioner (EAC) Bhalukpong stressed on the importance of education and health care for the socio-economic development of the community. He further advised the villagers to engage themselves in cultivation of local vegetable for their livelihood.

Former All Puroik Welfare Society president Adang Yachu in his address urged the youth leaders of the community to shoulder responsibility and bring socio-economic awareness among the community. Among the members present on occasion were Kashok Halley and Kapit Bechang president and general secretary of All Puriok Welfare Society.

Meanwhile, in a representation to Extra Assistant Commissioner All Puriok Youth Association sought basic amenities and other infrastructural developments at the new settlement area of the Puriok community at Tipi Nallah.

 

JNC conducts health awareness program

PASIGHAT, Aug 23: A health awareness programme sponsored by UGC for extension activities on Drug addiction and Hepatitis was conducted in the JN College auditorium today.

Attending programma, both the Deputy Commissioner RK Mishra and District Medical Officer Dr. M Perme highlighted about harmful affects of drugs abuse and advised the students to abstain from taking drugs. The DC and DMO due also cautioned the students about Hepatitis B.

Awareness programme on  biodiversity conservation

PASIGHAT, Aug 23: An awareness programme for conservation of flora and fauna in and around D Ering Wildlife Sanctuary was held at Misamara village under Jonai Sub-division of Assam on August 21.

The programme was led by John Apum, Director General, Ecological Biodiversity Conservational Force of Arunachal Pradesh (EBCF-AP). The programme was highly appreciated by the local people of Misamara and youths have agreed to co-operate in conserving the biodiversity in their areas which is an extension of D Ering Wildlife Sanctuary in Assam.

After the programme, the team of EBCF-AP was taken to see the nesting site of birds great Cormorants, Bengal Florican which were eye catching, informed Apum. It’s hoped that such efforts would go a long way in conservation of rich flora and fauna along Arunachal-Assam boundary of D Ering Wildlife Sanctuary.

 

Post subject teachers

ITANAGAR, Aug 23: All Sagalee Students’ Union in a letter to Deputy Director of School Education said the middle school Leporiang was upgraded to secondary school in 2008 by state government but the said school is running without subject teacher since its upgradation.

The students of the school are now facing tremendous problem in their education due to shortage of subject teachers.

The union appealed to the DDSE to immediately post sufficient subject teachers at Secondary school Leporiang and threaten to launch movement against the authority if their demand is not fulfilled.

 

T-20 cricket tourney

ITANAGAR, Aug 23: The 2nd edition of the  TPL-T20 (Teachers Premiere League) Cricket tournament of the Palin/Yangte will  begin on August 30 at general ground, New Palin, Kurung Kumey. The week-long tournament will conclude on  the Teachers’ Day (Sept 5).

Release the transferred officer

Dear Editor,

We would like to request the Govt. and the East Kameng Deputy Commissioner to immediately release the Deputy Director (ICDS) Seppa, Lian Moyee, who has been transferred from Seppa to Koloriang under Kurung Kumey District.

Her transfer order had been issued by Govt. vide Order No. SWCD-45/2008(E), Dated 3rd August ‘12. We had vigorously taken up the case of her transfer and the Govt. had been kind enough to listen to our genuine plea and ordered her transfer.

However, despite almost a month after issue of the said order, the said officer is yet to be released from Seppa under the pretext of medical leave and with the active support of the Deputy Commissioner. Instead of medical leave, the said officer is found to be running from pillar to post at Itanagar lobbying to cancel her transfer order.

Hence, we request the Govt. and the East Kameng Deputy Commissioner to release the said officer immediately in public interest and to maintain congenial official-public harmony at the District.

Basic facilities and Pakke Kassang people

Dear Editor,

Arunachal Pradesh State Transport (APST) Bus Service to Pakke Kessang was flagged off at Itanagar half decade ago by then Pakke Kessang MLA Techi Hemu.  After couple of days, the Bus service was withdrawn with a excuse that the road to Pakke Kessang was not in motorable condition.

At present,  the road to Pakke Kessang is much better than before, but there is no APST bus service. We urge the department concerned to clarify the matter  as the growing population prefer public transport system[APST] more than that of private.

We also request the health minister to look into the poor health care service  in Pakke Kessang Health Center due to shortage of doctors and subordinate staff.  Out of two doctors, one has been transferred without any reliever which is not acceptable and the other one is busy in training for months together.

Many a times the issue on power crisis in the Pakke Kessang area has been brought to the notice of higher authorities but to no avail. It is hard to believe that despite very near to state capital, Itanagar, the Pakke Kessang Circle is still reeling under darkness.

It (Pakke Kessang] has one Mini Hydel Power Station. But it fails to supply electricity as per the  demand of growing number of today’s population.  Therefore, we earnestly request the state government and Power Department in particular to make Sub-Station at Sagalee functional at earliest from which the electricity could be supply to Pakke Kessang and constant disruption of power in Sagalee and its adjoining areas will also be solved simultaneously. For electrification, the poles and wire-lines have already been in place  at Pakke Kessang upto the connection point at Rupung village in Papum Pare District.

Revised policy to overcome HIV & TB epidemics

WHO has launched its revised policy on collaborative TB/HIV activities recently. The new policy is based on the latest scientific evidence generated from randomized controlled trials and observational studies in the field of TB and HIV and country experiences implementing the Interim Policy.

The Interim policy provided a highly effective framework for implementing partners and donors to focus their resources. More than 100 countries fully adopted the Interim Policy, measured by HIV testing of at least half of TB patients identified and it is estimated that 910,000 lives have been saved globally.

The increased uptake of the interim policy has resulted in more than 60 per cent of the total number of TB patients estimated to have HIV were diagnosed and registered in HIV care in 2010, compared with less than 15% in 2005.

TB screening among people living with HIV increased 12-fold from 200,000 in 2005 to 2.3 million in 2010. The number of people living with HIV without active TB receiving isoniazid-preventive therapy increased from 26,000 in 2005 to 180, 000 in 2010.

The new policy emphasises the importance of establishing mechanisms for the delivery of integrated TB and HIV services at the same place and time, as well as promoting integration within other health programmes such as maternal and child health, and harm reduction services.

The update is a compilation of existing WHO guidelines for addressing HIV-related TB. It also includes extensive reviews of the evidence on key questions such as the benefits of HIV testing in patients with presumptive or diagnosed TB, and their partners and families.

Implementation of this revised policy will enable to make major advances in efforts to overcome HIV and TB epidemics as set out in the Global Plan to Stop TB and the Global health sector strategy on HIV/AIDS, 2011-2015.
